ATS vendors price on four incompatible models — per-employee, per-seat, flat unlimited users, or per-job-slot — and most don't publish pricing at all. The model you pick determines whether cost scales with your company, your recruiters, or your open roles. A sourced look at 14 systems.

Comparing ATS "prices" is hard because they don't measure the same thing. A per-employee tool gets expensive as you hire; a per-job-slot tool stays flat regardless of headcount; a flat-unlimited tool ignores both. This page maps the model, whether pricing is public, and the recent acquisitions and shutdowns that change the landscape.

Key findings

  1. Pricing transparency splits the market in two. Self-serve tools (Workable, JazzHR, Breezy, Manatal, Zoho Recruit) publish pricing; the enterprise tier (Greenhouse, Lever, SmartRecruiters, Teamtailor, Pinpoint) is quote-only. If you want to compare before a sales call, your shortlist is effectively the transparent half.
  2. The pricing model decides who pays more as you grow. Per-employee (BambooHR, Personio) scales with hiring; per-job-slot (Recruitee, Teamtailor) scales with open roles; flat-unlimited (JazzHR, Pinpoint, Breezy) ignores both. A fast-hiring startup and a steady team with constant openings should pick opposite models.
  3. Flat, unlimited-recruiter pricing is the small-team sweet spot. JazzHR's flat fee with unlimited users is the cheapest route to a real ATS for a small recruiting team — no per-seat penalty as the hiring committee grows.
  4. Two products changed hands or shut down — plan around it. SmartRecruiters was acquired by SAP (~$1.8B, Sept 2025) and discontinued its free tier; Freshteam is end-of-life (renewals stop Mar 7, 2026). Don't start a 2026 implementation on a sunsetting platform.
  5. Watch the add-on and implementation line items. Workable charges separately for texting/video/assessments; BambooHR splits payroll and benefits as PEPM add-ons; Lever bills implementation and migration on top. The base ATS price rarely covers a full workflow.
