Key findings

  1. The free-tier gap is 100×. Typeform caps the free plan at 10 responses/month (and 10 questions/form); Fillout gives 1,000; Tally is effectively unlimited. For any real-volume form, the "best free form builder" is a very short list — and Typeform isn't on it.
  2. Tally and Fillout are the standout free tiers. Tally includes logic, payments, file uploads and signatures on an unlimited-response free plan; Fillout offers 1,000 responses with unlimited forms AND seats. Both are more generous than the better-known Typeform/Jotform free plans.
  3. Payments on the free plan is rarer than you'd expect. Tally, Jotform, Cognito Forms, forms.app and Paperform include payment collection on free; Google Forms and Microsoft Forms don't support payments at all. If you sell or take deposits via a form, that filters the list fast.
  4. HIPAA is always a paid, higher-tier feature. Jotform gates HIPAA/BAA to Gold+, SurveyMonkey and Formstack to higher tiers, Qualtrics is enterprise-only. No free plan here is HIPAA-eligible — relevant for any healthcare intake form.
  5. Overage models differ. Wufoo charges $0.05 per entry over the free limit (pay-as-you-go); Typeform simply stops accepting responses at the cap. One degrades gracefully, the other hard-stops your form mid-month.
